Cohen and Levesque

Philip R. Cohen and Hector J. Levesque, whose joint and individual work in the 1980s–1990s formalised intention, joint intention, and the rational-balance constraints on BDI-style agents. Their 1990 paper Intention Is Choice with Commitment (AIJ 42) is the canonical formal model of intention as a persistent goal — a commitment to maintain a goal until it is believed achieved, believed unachievable, or its motivating reason dissolves. Cohen & Levesque (1991) Teamwork extends the analysis to joint action and joint intentions in multi-agent settings.
